ci: linux-only, drop vestigial wasm build step
The CI matrix (windows/macos) is upstream heritage; the project targets
Linux. The wasm-pack step built rust/wasm but nothing consumed it — the
web app uses the published opencut-wasm npm package. It was also the
failure point on macos (wasm-opt).
