docs: add Sixel expansion plan from CEO-mode review
Complete architecture review for adding Sixel graphics protocol support.
Documents all key decisions: alist backend dispatch, temp-file cache,
dirty-flag refresh, sync encoding with debounce. Estimated 3-5 days,
+300-400 LOC, unlocking ~20 additional terminals including tmux.
