fix bugs, improve startup perf, remove redundant config

bugs:
- bound-and-func-p -> bound-and-true-p in my/format-buffer
- password-store-get: symbol -> string arg for soju
- dired-guess-shell-alist-user: fix over-escaped regexps
- janet-mode: map .janet files instead of .js
- typst-ts-mode: add missing backtick in eglot quasiquote
- remove broken setq modify-coding-system-alist from :custom

performance:
- defer gptel and mu4e loading until actually invoked
- eldoc-idle-delay: 0 -> 0.25 to reduce cursor-move overhead

redundancies:
- remove duplicate envrc declaration (was toggling mode twice)
- remove duplicate eglot-sync-connect (1 immediately overridden by nil)
- remove hardcoded org-modern-todo-faces (theme-adaptive version kept)
- remove duplicate org-modern-star setq
- unify org-startup-folded to overview
- remove python-black and ruff-format (rass handles formatting via LSP)
- python format-buffer now uses eglot-format-buffer

fixes:
- dired-async-mode: setq -> proper mode function call
- indent-tabs-mode: mode call -> setq-default
- pass-mode: remove .gpg file association hijacking all encrypted files
- org-modern-faces: defer init call to after-init-hook
